There are unfortunately no disasters relating to weather other than the occasional bolt of lightning frying a tree or a sim. Rain is just awesome in any game but as immersive as the sims can be, it really is fantastic here.
You also get occasional rain showers, thunderstorms and fog rolling in throughout the season. So if you want to, you can have an environment with shorter summers and longer winters, or disable certain seasons entirely. You can make up for this a bit by altering the frequency and length of each individual season.
