For this reason, I sugest Exploration at level 7. Once you have a decent Baltic Sea presence, you can ally Sweden, challenge Denmark, take Iceland in the peace deal, and start colonizing in North America. Naval ideas are good after you capture the Livonian/Teutonic Orders and get a nice Baltic coastline. Finally, you get a permanent super good 5% discipline bonus to all land troops when you are done. You also get 3 ship improvements to help the upcoming fight for Batlic Sea dominance. Quality is great since it bumps your infantry, cavalry, and artilery bonus.
I think you are better off first with a military idea. But Poland can play outside the HRE easily with Austria as an ally and does not need this. Diplomacy is tailor made for Austria, or any other HRE power.
